I have a Bill Dance select series by quantum, they have the best bait casting combos of all I've used and the price is great, averaging from 50 to 70 bucks. If bait casters aren't your thing, than a Penn brand is best, they last a long time are a hold a lot of line, the rods they make are great to.A good all around action is medium light they can small pike, large mouth, small mouth, walleye and and big pan fish (if you go after pan fish the most than go with ultra light or light action reel)
As far as line pound test, than 12 to 17 lb is good for bass and walleye go up to 20 for pike the best brand is in my opinion sufix, and Berkly Trilene is best. If braids your thing, than i would get spider wire or power pro.

Which one would you recommend? Im not keen on the telescopic rods but they are easier to handle and cheaper.
And finally... What size hook would you recommend, and since you know the location is a free fishing place does that mean it must be barbless or can you have non barbless. And this may seem novice but the fish must be returned is that correct?

As for buying a rod/reel off ebay, i would visit your local tackle shop first. They might be able to do you a deal if you're buying the rod and the reel. Although they may be a bit more expensive it's worth it, especially as cheap reels can be so frustrating! And you never know, if you get into it you may begin to go more often.
I would use whisker barbed hooks, they are easier to get out. Possibly size 12, depending on bait and what you're fishing for.
I'm not sure about the keepnets thing, i just put them back anyway.
Finally, remember that closed season for rivers, streams and drains is March 15th - June 15th to allow fish to spawn and it's quite a big fine if you're caught fishing between these dates!
